Manpower is pretty much useless atm, only thing it gives is a couple of features for the commander to slow the capping of our defensive point. As these resource gets eaten up fast (often to 0), then it’s not worth focusing on. The single main resource to get down 1st is the munitions, then fuel. Manpower can be placed after, but it’s not totally important.
It does not change the spawn time, which always be a max of 40secs from a garrison and 20sec from an outpost.
