I never knew fraps streamed.  Anyhow… streaming takes up a lot more system resources than simply playing the game, so you need a fairly decent setup if you want to go ultra, and something like a 7970 setup for medium/low.  I’m taking this from other games I’ve streamed.  The software I used was Open Broadcast Software (OCM).  It’s faily simple, and there’s plenty of information on Youtube.  OCM provides you with a location to the stream, you then put this into twitch who then plays it.  You can either set it up as a real time stream, but it’s better to have it slightly behind by a few seconds to allow some people to buffer.  Set it well behind (2 minutes) if streaming a clan war.  You can then link it to the website, so people who visit can pop on to see.  OCM is also great for recording videos.  Best of all its free
