Vanilla + would be one of the least buggiest setups out there. That offers all the same power of the vehicle mods, mixed with a handful of gear and uniform mods.

Avoid ComradeBears mods, they dont have LODs and will rape server performance. SRG Shadows has some decent weaponry for the time period, like a nSVT-40 and Colt 723.
